I think not. AL St's problem is their problem and hopefully with some help they will come out of it okay.
SU is near the end of, to me, the most embarrassing 2 years of NCAA drama with the "UNUSABLE APR DATA" Gate saga.
That was SU 's problem, and not all HBCU's problem. JSU, TSU, GRAMBLING, MORGAN ST, NORFOLK ST, MILES COLLEGE, PRARIE VIEW, ALCORN, MVSU, AL St, ALA A&M, UAPB, and all other HBCU's in the United States of America continued to carry the HBCU banner in that respect. They all kept good records and their data was usable, whether or not each sport had a passing score.
GSU had an internal (football boycott) issue that became a public nightmare, but they have recovered from it.
HBCU's have the same problems that predominately white universities have (FCS, FBS, NCAA Div 2, NAIA Div 1...etc.)
Every time they do something wrong I don't see their "progress going forward" questioned.

First of all, and I assume you know it, Josh Moon is what we call an "Investigative sports reporter".
He isn't unique to the journalistic world. Texas Southern & Prairie View are covered by the Houston Chronicle and if something negative pops up you can bet they will assign someone to sniff it out even if they neglect the normal day to day coverage.
Southern has the Baton Rouge Advocate, who won't hesitate to put out negative coverage if they have the info. They still have the video of the SU/TSU women's basketball fight on the main sports online page.
JSU, Alcorn St. & MVSU all covered to some degree by the Clarion-Ledger. I know Alcorn and MVSU have local newspapers in their area as well.
AL A&M, the Huntsville Times and AL St has the Montgomery Advertiser. UAPB has the Pine Bluff Commercial. GSU has the Monroe Newsstar. Everyone of these schools are under intense scrutiny daily.

IN CONCLUSION
Unlike Braveheart 123, I'm not going to give Josh Moon no credit.
I'm going to give credit (GOOD JOB) to all the HBCU's that despite being under extra scrutiny from media, they have been able to run relatively clean,drama free programs with little resources to fight for their rights.
Once again GOOD LUCK ALABAMA STATE. I hope you make the right decisions in this situation.
An finally, I will not allow BRAVEHEART123 to paint the entire HBCU community as having INTEGRITY issues by saying we need more Josh Moon's. What we need is equal coverage period and not only when something negative happens.
