JUCO is only 2 years so you have to transfer to a 4 year school to continue playing a sport. The actual transfer portal is when you leave from a 4 year institution to another 4 year institution within the NCAA.

Jackson State football transfer awaits NCAA clearance at Colorado

He left Louisiana to play for Deion Sanders at Jackson State. This year he followed Coach Prime to Colorado. Now he needs an NCAA waiver.

The waivers have a few reasons you could be approved for.. 1 being your former coach left and I think another was mental capacity.. there's always some type of loopholes. Him and Sy'veon are dealing with it.
