Much of the $590,000 in city funding for the Classic this year includes extras outside the regular contract that are added for the major event.
For example, this year's event includes $270,000 to the participating universities, $150,765 for shuttle services, $15,000 for ushers, $15,000 in catering and $20,000 for 1,600 game day tickets.
The extra tickets are divided between the mayor's office and the council.
Another $71,150 will be spent to promote and produce a post-game concert featuring Morris Day and the Time.
"Maybe we could let them take over the expense of the buses since we are giving them all this taxpayer money," Abbott said.
Birmingham's contractual obligation goes up $17,500 each year which is down from the proposed $25,000 annual increase, said Terry Burney, senior aide to Mayor William Bell.
