Sometimes I wonder what goes into the decision process for selecting schools for particular bowl games, as one would think they would want more close to home match ups for attendance and viewership. Also, are schools still on the hook for have to sell a certain amount of tickets when invited to a bowl game?

One is a directional school whose fans rather follow Michigan and another that's private where their students really care less about football as a whole

Most bowl games have tie ends with conferences and it goes by conference standings
 
Yep. The Kinder's Bowl selection ensured that it would be well attended. This was the most attended Texas Bowl since 2019. It matched the 4th ranked Big 12 Team vs the 10th ranked SEC team.

The majority of bowl games have conference tie-ins. The MAC and Big Ten have agreements to send qualifying teams to that particular game.
