From context clues I've gathered it's when a Black person (or group) does something that in a sense "sets us back", that....as a race, we have worked hard to overcome.
I tend to equate it along the lines of selling "your" soul to make money and appease the "white" man (or another race). It can be for entertainment purposes or simple b/c a person doesn't know any better.
A combination of the first two. He basically talked about how black entertainers of his time would settle for doing fast and easy shows and tricks to earn money instead of honing their craft and waiting for gigs that would allow them to also build respectability. Think about "Black Face" actors. Lets just be real about this...Cooning only applies to black people. So comparing things white people will not matter.

Cooning is when black entertainers entertain white masses by going against thier own values, stepping into racial stereotype, enforcing negative racial views, and making fools of themselves for a dollar and to entertain a white audience.
