Romans 8:28. And we know that all things work together for good to them that love God, to them who are the called according to his purpose.

Do we really love "all" of our brothers?

Your question is loaded; to answer, one must define the standard for love. There are two principle standards; man's standard, which varies to an infinite degree and serves mostly a selfish will; and God's standard, which is the standard by which true love (agape/sacrificial) will find its final judgment.

God's Standard for Love:​

1 Corinthians 13:4-7. Charity (love) suffereth long, and is kind; charity (love)envieth not; charity vaunteth not itself, is not puffed up, Doth not behave itself unseemly, seeketh not her own, is not easily provoked, thinketh no evil; Rejoiceth not in iniquity, but rejoiceth in the truth; Beareth all things, believeth all things, hopeth all things, endureth all things.

Back to your question:

Based on God's Standard, if we are in Christ this is our goal and daily pursuit, a pursuit we fall short of "under the sun".

Galatians 5:17. For the flesh lusteth against the Spirit, and the Spirit against the flesh: and these are contrary the one to the other: so that ye cannot do the things that ye would.

If we have not Christ, the answer is NO.
