Let me define what the "l" happened on last Saturday according to the NCAA RULE BOOK that those dumb arse refs are governed by, but don't read!!!!

A RTICLE 1. A fumble is any act other than passing, kicking or successful
handing that results in loss of player possession (A.R. 2-19-2-I, A.R. 4-1-3-I
and A.R. 7-2-2-I).
LEVY fumbled the ball out of bounds trying to option, which THIS rule covers it: Section 12 article 1:
A backward handoff occurs when the runner releases the ball before it
is beyond the yard line where the runner is positioned.
Since the ball went out of bounds this is the TYPE of spot we should have gotten:
Out-of-Bounds Spot
A RTICLE 6. The out-of-bounds spot is the point at which, according to the
rule, the ball becomes dead because of going or being declared out of b o u n d s .
This article represents WHERE the ball should have been placed!!!
A RTICLE 8. The spot where the run ends is at that point:
b.W h e re player possession is lost on a fumble.
c . W h e re a legal (or illegal) handing of the ball occurs.
SO why did the LINE JUDGE spot the ball in the middle of the field??? The ball should have been spotted on the right HASH mark where the ball was fumble intentionally out of bounds!!!
HERE's the RULE that addresses that!
THis is WHAT WAS SUPPOSE TO HAPPEN!!!!!
RULE 3-2/PERIODS, TIME FACTORS AND SUBSTITUTIONS
a . When the clock has been stopped, the re f e ree shall declare the ball re a d y
for play (Rule 11-2-1-c) and the clock shall start on the snap unless it was
stopped because of one of the following situations (A.R. 7-3-2-I and A . R .
7 - 3 - 7 - I I ) :
1 . When Team A is awarded a first down (E x c e p t i o n : After a legal
k i c k ) .
2 . For a re f e ree?s timeout for an injured player or official, or when the
ru n n e r?s helmet comes off, or for an extended timeout for radio or
t e l e v i s i o n .
3 . At the re f e ree?s discretion (Rules 3-2-2-c and 3-4-3) (A.R. 3-3-2-II-IV).
4 . To complete a penalty (Exception: After a delay foul by a team in
scrimmage-kick formation).
5 . For an inadvertent whistle (E x c e p t i o n : During a legal kick).
6 . For a head coach?s confere n c e . Pete tried to get that but was ignored
7 . For a sideline warning.
8 . For an illegal pass to conserve time (A.R. 7-3-2-II-VIII).
9 . For a measure m e n t .
1 0 . For a ball in an official?s possession. Uhhh GR you might want to write this down!!!! UHHHHH GR did this happen????
11 . For a fumble out of bounds in advance of the spot of the fumble
(E x c e p t i o n s : On legal kick downs and when Team B is awarded a
first down).
b . If the clock was stopped for incidents 1 through 11, it shall be started on
the re a d y - f o r- p l ay s i g n a l .
c . If incidents 1 through 11 occur in conjunction with any other situation
that starts the clock on the snap, the clock will start on the snap. DID THIS HAPPEN??? HELL NO!!!!Uhhh GR you might want to write this down!!!!
d . The clock stops at the end of a legal kick down and starts on the snap
(E x c e p t i o n : When the next play is a free kick or a try).
e . When Team B is awarded a first down, the clock will be stopped and
will start on the snap.
Further more this is what WAS SUPPOSE TO happen after the referees mistake !!!

A RTICLE 3. a. The re f e ree may suspend the game temporarily when con-ditions
warrant such action. The re f e ree may declare and charge himself
with a timeout for any contingency not elsewhere covered by the ru l e s
(A.R. 3-3-3-I and II).
b . When the game is stopped by actions of a person(s) not subject to the
rules or for any other reasons not in the rules and cannot continue, the
re f e ree shall:Uhhh GR you might want to write this down!!!!
1 . Suspend play and direct the players to their team are a s .
2 . Refer the problem to those responsible for the game?s management.
3 . Resume the game when he determines conditions are satisfactory.
c . If a game is suspended under Rules 3-3-3-a and b before the end of the
fourth period and cannot be resumed, conference policy shall deter-mine
whether the game will be resumed at a later date, terminated or
forfeited (and the final score). If no conference policy is applicable to
both teams, the directors of athletics at the participating institutions or
designates, in consultation with the coaches, shall determine whether
the game will be resumed at a later date, terminated or forfeited (and
the final score ) .
d . If a game is suspended under Rules 3-3-3-a and b after four periods of
play and cannot be resumed, the game shall be ruled a tie. The final
s c o re shall be the score at the end of the last completed period. (N o t e : I f
a winner must be determined in a conference playoff game, confere n c e
policy shall determine when and where the game will be re s u m e d . ) HMMMMMMMMMM!
e . Asuspended game, if resumed, will begin with the same time re m a i n-ing
and under the identical conditions of down, distance and field posi-t
i o n .
Which brings me to this point and rule!!!
The re f e ree?s discretionary timeout also applies to the following situati o n s :
1 . When there is undue delay by officials in placing the ball for the next
snap (A.R. 3-3-3-I).
The clock should have stopped with a referee's timeout to properly spot the ball and the whistle should have blown to put the ball in play!!!!
