Hmmm, good question. My guess would be Joe "747" Adams of TNST (though he played in the CFL). This was still a time when the NFL wasn't particular about Black QB(s).

Joe Adams arrived on the TSU campus in 1977, and left as one of the school's most celebrated quarterbacks.

Looking at the Tennessee State record book is like looking at Adams's rap sheet. Adams left TSU as the school's all-time leader in passing yards, passes attempted, passes completed, touchdown passes, 250 and 300-yard passing games.

Joe Adams was so proficient at passing and possessed such a strong arm that he earned the nickname "747", in reference to the Boeing aircraft.

When Adams attended the school, he was named an All-American by several publications four times and he helped lead the Tigers to the 1979 Black College National Championship.

Your memory doesn't serve you correctly. His scores against Valley were 43-7 and 17-16. Still puzzled as to what this has to do with the question about the best HBCU QB that didn't make it to or in the NFL, *shrugs*.
 
Eldridge Dickey from Tennessee St. out of Booker T. Washing High School in Houston, Tx. Drafted by Oakland but never got to play quarterback.

He was the first one I thought about. I've heard some great stories about him. Unfortunately, I never got a chance to see him play.

Nicknamed "The Lord`s Prayer" by Tennessee Stàte's head coach. Could throw with right or left hand. The story is told that Dickey and Stabler were in the Raiders' camp and Stabler left camp because he did not think he could beat Dickey for the starting job. The Raiders sent someone to bring Stabler back assuring him he would be the starter.

In 1969 during the pre-season he out-performed nearly every quarterback in the AFC and NFC. I was not surprised when Kenny Stabler quit. Dickey, was special and just too talented. He was fast, had a powerful arm and could throw a football with both hands. He was truly one of the most accurate passers I've ever seen. I wanted him badly but Oakland selected him first. By the time I did get him 4-years later Dickey really wanted out of the NFL. Deep down he never forgave the Oakland Raiders."

TSU's Cedric Douglas...anyone who remember the 1996 SU homecoming comeback when they put him in said it all..he willed them to that win...

My boy Ced. Good folks. Got to get to know him when I lived in Houston. He would give me crap about that game. Lol. SU would have had a 4 Pete if not for that game.
 
sTu's Larry 'Chappie' Foster. Came from the same high school as Eldridge Dickey (Houston Booker T. Washington). He could not get out of his own way but when he played, he won. The ONLY time I remember sTu beating TSU was when Foster carried us to the win. Almost beat the University of Hawaii (if Paige had played Foster instead of Merthy we would have beaten them). Paige put Foster in late in the the third quarter and Foster put up 17 points but we came up short....the clock ran out.

His two years were 2010 and 2011, Moore 2012 and 2013, Ivy 2014 +. Tray was the QB in 2008 and 2009 (the year we went 3-8).
 
This is a good discussion. I remember Albert Chester of FAMU. He was the quarterback of their national championship team. I think he was also a starter as a junior when they went undefeated. In their national championship year, they lost one game. True, they were talented at every position, but he was a very athletic quarterback.

As a matter of fact, he may have had his worst game against a Southern squad that won three games that year. The Rattlers won 16-12. They defeated JSU in the first round game 15-10, thanks in part to JSU mistakes.

Yes, Joe Adams of Tennessee State was very celebrated, but he was drafted by the 49ers, who had a young Joe Montana. I knew as a kid that he was not going to play there.
