Quantitative Analyst/XML Specialist(Clarksburg, WV)
Seeking a full-time Data Analyst/Functional Specialist to be part of a team providing on-site technical support to the Federal Bureau of Investigation (FBI), Criminal Justice Information Services Division (CJIS). The individual will be responsible for reviewing, analyzing, and reporting on data contributed to the N-DEx (Law Enforcement National Data Exchange) national information sharing program and working to gain a better understanding of available data for current users. The Data Analyst/Functional Specialist will work with developers who have designed and implemented specialized data analysis tools for the assessment of data accuracy, completeness, and quality. The candidate must, therefore, have a background with software development, expertise in data analysis, and familiarity with law enforcement data to support a collaborative effort. As this position is on-site with the FBI, the ability to work well with support staff and clients is essential. Excellent communication skills are a must. The successful candidate will be a team player with demonstrated competence in data collection, data processing, statistical concepts, and procedures, in a law enforcement domain, with the ability to present well to the FBI client and the law enforcement community.
PRINCIPAL RESPONSIBILITIES
Learn and use new software to evaluate N-DEx data
Analyze file structures and develop report layouts
Transform raw data into finished products
Perform data processing and statistical analysis for the project
Interpret and present the results of data analysis
Review and report on data quality
Client source data problems; identify data patterns
Identify system improvements and enhancements to refine data analysis
Document data analysis activities for knowledge transfer and status reports
REQUIRED CLEARANCE
An active DoD SECRET Security Clearance with eligibility for TOP SECRET is required for this position.
WORK LOCATION
This work will be performed on site at FBI CJIS, Clarksburg, WV.
EDUCATIONAL QUALIFICATIONS
A bachelors degree from an accredited college or university in computer science, information systems, engineering, mathematics, or a social science is a minimum requirement for this position.
KNOWLEDGE REQUIREMENTS
Proven grasp of information technology concepts and principles
Skills for data processing from collection through reporting
Thorough understanding of variable coding and data manipulation
Expertise with statistical concepts, models, and procedures
Designed variable constructs and analytic approaches
Applied standard descriptive and inferential statistics
Evaluated study designs in terms of sampling and power
Willingness to learn additional analytic approaches
Managed data processing and analysis projects
Interpreted and presented analysis results
PRIOR EXPERIENCE
Analysis and assessment of law enforcement data
Practical experience in the assessment of data to meet policy guidelines
Application of information technology to support business processes
Teamwork and collaborative sessions to develop work products
Production of written documentation not limited to procedures and instructions
PERFORMANCE REQUIREMENTS
Must possess excellent communication skills
Must be have good interpersonal skills and work effectively with others
Must be highly organized and work well under pressure
Must be able to work independently, as well as under supervision
Must perform requested tasks with minimal direction
Must accept responsibility, show good judgment, initiative, and resourcefulness
Must adhere to the principles of confidentiality governing research work
Must comply with all ethical guidelines
