Not surprised at all, that part of Texas has some powerful oligarchs that get their way. A district court judge in that part of Texas commits career suicide if he goes against them.
They stopped Ken Paxton from being convicted on impeachment articles by his own party.
They also got a start up 4 billion dollar permanent fund through the Texas legislature only four schools in the state can draw from, one of which is Texas Tech.

The oligarchs from that part of Texas are at work. One of them is the chairman of Tech's board and is responsible for the recent big boost in NIL money at Tech. Paxton owes them for saving his political career. It's a good bet they are big donors to his campaign for the U.S.Senate.
