Louisiana, Redistricting, and the Voting Rights Act

In North Carolina the republicans have been doing this for decades, even after:

the Federal supreme ruled against them
someone un-alived himself to cover up election fraud on the behalf of the republicans (good thing his daughter got hold of evidence and turned it in to he right people)
having to rerun an election because of republicans violated voting laws
 

Section 2. No voting qualification or prerequisite to voting, or standard, practice, or procedure shall be imposed or applied by any State or political subdivision to deny or abridge the right of any citizen of the United States to vote on account of race or color.

Section 1. The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude—

Section 2. The Congress shall have power to enforce this article by appropriate legislation.
