I can tell you that as a pastor/minister, the epedimic of cleavage venting has gotten to be a real pain. One of the steps that I have taken to address the problem is to develop prayer teams at our church.
Sometimes we have women come forward for prayer who either don't know what modesty is or just don't care. Our prayer team meets them at the altar: women for women and men for men. In the case of women, by the time the mothers have finished with them, whatever they had exposed is covered and that spirit is likely cast out if they are still standing. Rarely do I even have to look at the ladies until after the laying on of hands has been completed by the women and the congregant has sobered. By then all of the contact is eye-to-eye and a possible handshake.
