Here are the Facts
GSU was in default of conference laws.
JSU was harmed and the harm caused by a conference member not playing a game.
Because there was no game a certain amount of money that would have been realized was not attained (regardless of acts of God or not)
Not as many people showed for the scrimmage as would have the game.
Not as much food sold, not as many parking spaces filled, not as much merchandise sold
Not as much school spirit raised
Not as much donations generated
There was harm to Jackson state
Now should the conference penalize Grambling in some way? Yes
Should the NCAA penalize Grambling? No but an investigation should be held
Should Jackson State sue? There was plenty of harm but what will it gain the university to sue if the conference provides adjustments to future schedules

No need to sue Grambling just yet and here's why. JSU will have TWO straight home games which amounts to close than a million dollars of accrued revenue.
JSU will collect concessions, parking, tickets, tailgate dollars plus 20,000 extra dollars from Grambling.
JSU will save an extra estimated 50,000 dollars for player and band transportation and food.
FANS WILL SAVE THOUSANDS IN TRAVEL, LODGING AND GAS.

Grambling stands to lose 300-400,000 dollars that they would've made NEXT year when one estimates parking, attendance, tailgating and concessions, team travel, band travel plus the 20,000 dollar fine.
GRAMBLING FANS WHO CHOSE TO TRAVEL NEXT YEAR WILL HAVE TO FOOT THE TRAVEL, FOOD, GAS AND LODGING COSTS.
ADD ALL THAT UP AND YOU GET 1.5 MILLION IN LOST FUNDING FOR GRAMBLING AND IT'S FANS.
I DIDN'T BOTHER TO MENTION THE TOLL IT WILL TAKE ON COMMUNITY REVENUE THAT WOULD'VE BEEN ACCRUED BY FANS AND VISITORS OF THE HOME TEAM.
Do these knucklehead players realize what they've done to Grambling's already strapped budget?! Do they realize what they've done to the revenue for the town of Gramlbing and surrounding areas?
This is terrible for Grambling and there's no other way around it.

Actually, we only have 1 home game left which is Alcorn. We play PV in Shreveport, then play AAMU in Huntsville.
