Are you sure they haven't reported it to the NCAA and it hasn't been made public.

I'm almost certain the NCAA would have done a press release for a high profile case like this. But it's possible. Even without a press release, someone (NCAA employee?)from a rival school would have found out and leaked it to the media.

Really this is a good common sense question that shows a flaw in NCAA transfer rules if it is in fact the case.

He is not on the team but still enrolled at the school.

The fact that he is no longer on scholarship doesn't matter. If he were a walk-on, other schools would still need to seek permission.
