I wish it was that simple. I don't think there is a single entity investigating the phenomenon as a whole. I think it is just areas where groups of citizens have come together and said enough. We are going thorough this here where I live; the FBI is investigating the charges. Since the investigation started the local PD has been keeping a low profile. Any way "TMLSS", the best thing your cousin can do if call the PD and lodge or file a formal complaint. From what I have been told part of the problem is that minorities don't complain and definitely don't follow up on the complaints.
