Not that I know all of the details of the contract, but to answer your question, no, I don't see neither conference getting an increase due to ratings.
The deal is what it is. ESPN is simply asking that each conference send its best teams to play in the game and to sell tickets. That's it. Ratings are important, but the conferences need not be concerned with with ratings. That is ESPN's concern.
