That's why the game lasts four hours. It's totally ridiculous and takes away from the game.
There's no logical reason to call that many penalties, especially when some of the calls have no bearing on the play at hand.

SWAC Announces the Additions of Cable and Roberts
Southwestern Athletic Conference Commissioner Dr. Charles McClelland has announced the additions of Jason Cable and Andrew Roberts to the SWAC office administrative staff.
Cable will serve the conference as the Senior Associate Commissioner for Administration while Roberts has been named Assistant Commissioner for Media Relations.
“We’re very excited to welcome Jason Cable and Andrew Roberts to the Southwestern Athletic Conference executive staff,” said McClelland. They both bring a diverse and broad array of skills sets to the league office having worked within the conference at several member institutions where they’ve established track records as being efficient, effective and innovative.”
“In implementing the reorganization of the conference office we saw these two collegiate professionals as great matches towards helping us accomplish the objectives and goals we’ve established in making the SWAC one of the best conferences in the nation as well as the NCAA.”
