Although some of it is a learning behavior most of it isn't. Genes are passed on from one to another. If your parents had learning disabilities and never got help its very difficult for the child they produce not to have it because the parents don't see it as a problem.
What you just explained is generational of LEARNED behavior. It has nothing to do with genetic, which some (White people in particular) would like to believe. Learning disabilities primarily occur in those that were raised in poor environments. If you associate genetics with learning, you are saying Black children are born with learning disabilities, which supports racist psychology theories that a Black child's IQ is lower than a White child's IQ due to genetics. As I previously stated, a 'inner city' teacher would have to be a clinical psychiatrist in order to understand the learning disabilities of 'inner city' kids due to the bad environments they are being raised in. As the old saying goes, "In order to solve a problem, you first have to recognize the problem, otherwise you are just part of the problem".
