The question would be if the East rep loses to southern in the SCG and they don't have 6 wins. Are they liable to the 6 game wins the NCAA has mandated to go to a bowl game?

It's a bowl game mandate. Just because we're FCS doesn't mean we're not suppose to follow the bowl rules. Those 5-7 teams that were able to go to a bowl was because there were no other teams in FBS that had 6 wins and were eligible. If that is the case then the highest place team in the West would be the representative in the CB.

The SWAC and MEAC have contractual obligations with ESPN to send their (eligible) conference champions to the Celebrations Bowl...regardless of record. As it stands now, it is a guarantee that the East will be sending a team with a non-winning record to the SCG.

postseason bowl games in a particular year, an institution that meets a condition set forth below shall be eligible
as an alternate to be selected to participate in such a bowl game after all deserving teams have been selected to
participate.
But if su is the winner of the SCG they are the conference champions but they would not be eligible to go. That doesn't make the East rep the champion. Example of this is when Howard won the soccer championship in their 1st year in the Swac but they were not eligible to go to the NCAA playoffs to represent the Swac. The next eligible team went to the NCAA soccer playoffs but Howard was still deemed the Swac Champions and not the team that represented the conference in the playoffs.

A bowl game must serve the purpose of providing a national contest between eligible teams. The competing
institutions shall be active members of the Association, and participation shall be in accordance with the
provisions of NCAA Bylaw 17.9 and Bylaw 18.7.2.
Eligible Teams
An eligible team is defined as one that has won a number of games against Football Bowl Subdivision (FBS)
opponents that is equal to or greater than the number of its overall losses (e.g., a record of 6-6, or better). Tie or
forfeited games do not count in determining won-lost record.
