That rule only applies to pass plays.
 
K, cool. so he's recovering a fumble...ball should have been placed where left foot/possession was established.

From the pics you can't tell if the ball had broken the plain but on the video it is clear. Even the announcers said it should be a touchback.

This is clear, it's probably the best shots of the actual play. the ball did not cross the plane until the player picked it up and carried it over.

what down was this play?

This is a hard call because the ball never went out of bounds and a man out of bounds cant make it a dead ball or run it in for the TD.

Sounds like BAMA State ball to me...

TP, it was a 3rd down run. He got a first down and fumbled inside the 2... recovered it inside the 1-yard line with his foot out of bounds. That's it.
