“You have to be a successful recruiter because you’re talking about winning every year," Bell said. "You’re going to have to get certain types of kids to come there and that’s why I wanted to better the facilities. Because they’re going to look at where they’re coming from. If their high school looks better than yours, you’re probably not going to get that kid.
“At the same time, you have to recruit young people that you know is going to be with you."
A little more than a month after Hughes was hired, the Tigers introduced their "Building Champions" capital campaign, which aimed to raise $1 million to help upgrade their athletic facilities.
Bell didn't see much success on the field, but insists his recruiting philosophy helped JSU in the long run.
"My philosophy was very simple: I’m going to recruit high school seniors and build a program from the bottom up, a foundation," he said. "I knew that going in. I said, well, if they fire me after two or three years, I was prepared for that because I knew I had to put Jackson State (in position) where they’d have a run for six, seven, eight years, which the next coach did as far as winning.”
The five coaches each had varying degrees of success. Hill had the highest winning percentage; Comegy won a SWAC title; and Jackson and Bell both struggled mightily, while Gorden won the most games (119).

So wait....why did JSU fire Comegy?
Wait Bell built a program so that Comegy could win?
So Bell did something.
