They are on turf. Players slide through the bags at all levels on turf simply because you don't have the risistance of dirt. They have to concentrate on not sliding off the bag and getting tagged out.
So, the umps are probably using wise judgment.
The rule is intended to remove the desire of players going out of their way to take out a defender turning a double play.
