They need to lock her and her family up and throw away the key, but I get the strange feeling they won't.
There is nothing to show that her family knew about the fabrication. As far as shown, her family could have been mislead by her also. This fabrication seems to have been just her own secret.
They would be an accessory to her crime, if it can proven that they personally spent some of that money she received from the school or at least make them pay back the money they spent.
No. For them to be an accessory, there would have to be evidence that they were involved in the fabrication and assisted in the crime. If they knew nothing about the fabrication, and pursued the claim in good faith, just them helping to spend money that they thought they were entitled to would not subject them to any criminal liability (unless this state has some standards of criminal liability that are different from most states).
For example, if you purchase stolen goods from someone and knew the goods were stolen, then you are an accessory to the crime. But like you say, if they can't prove that you knew the goods were stolen, then they can't hold you liable, but the can make you return the stolen merchandize. At least, the family should be made to pay back some of the money.
A judgment against the family might be hollow if the money is already gone.. You could recover some of it if the family has assets to seize or someone is drawing a paycheck. From the article, it appears that the money was recklessly spent, probably on consumer goods or depreciable products, and no financial assets are left.
