Fast-forward to 2013, and New Orleans – a.k.a. “Chocolate City†– ain’t no more. NOLA now has only one citywide elected official who is not white. Yes, just one. Sheriff Marlin Gusman is it. The mayor, two council-at-large positions, the district attorney, coroner and major appointed positions in the police and fire chiefs are all white.
So what happened to Chocolate City? Well, for one thing Katrina happened. Hurricane Katrina chased a lot of the underclass from NOLA, mostly black and poor, and replaced them with upwardly mobile white folks who have changed the landscape around the city with their gentrification of neighborhoods and eclectic homes and businesses. The city of New Orleans, once nearly 75-percent black, now is only about 62-percent black. It is more conservative and more affluent.
