HBCUs have spent years trying to close the visibility gap in sports.
In a sports landscape where the broadcast matters almost as much as the box score, a stronger media infrastructure can make a real difference for schools trying to showcase their programs, recruit talent and grow their brands.
According to reporting by Ross Dellenger of Yahoo Sports, Title III of the proposed Protect College Sports Act legislation is called the Ignite HBCUs Sports and Media Act.
And if it becomes reality, it could be a major step forward for HBCU athletics.
This is about more than just paperwork. The proposal would create a competitive federal grant program to help HBCUs modernize broadband, upgrade campus technology and invest in the production equipment needed to broadcast live games. In plain terms: better tools, better coverage and a better product on the screen.
How could legislation help HBCUs?
The grants could last two to five years, and schools could even qualify for multiple awards, according to the language found in the bill.
If Congress funds the program, HBCUs could use the money to upgrade TV production sets, streaming operations, replay systems, fiber networks and the digital infrastructure that powers today’s college sports coverage.
That kind of support could matter in a big way for SWAC TV and other conference-owned platforms. It could also help member schools produce sharper broadcasts for ESPN, HBCU GO and whatever streaming partner comes next. Right now, too many HBCUs are still trying to do that work with old equipment and limited resources.

Federal grant money could help close that gap fast. Though the proposal does not suggest every HBCU would be funded, better access too streams, cleaner broadcasts and more polished game-day production would not only improve the fan experience, but also give HBCU programs a stronger look for recruits, alumni and media partners.
And that’s the real win here.
Better media infrastructure can lead to bigger visibility, stronger engagement and new revenue opportunities — all of which matter in the modern college sports game.
