Targeted recruitment and retention are major ills where most HBCUs have severely dropped the ball.
In sTu's and PV's case, the nemesis are the regional-like growing fcs schools who aggressively target, recruit, & retain what would have once been TAG students to enroll at either sTu or PV.
That's the problem - the big and regional PWC's or now Hispanic Serving Institutions can attract all races with hesitation and have resources where they basically give money away as most are a safe haven Yet hbcus can't attract those races on a large scale
Only so many out of state waivers are provided so it'll be hard to attract a large amount of out of state students on a consistent basis at tsu or pv unless some are willing to pay a premium And that's not going to happen
