At approximately 8:30 a.m. Oct. 11, a pedestrian in the 400 block of Longfellow Street, N.W., observed a man hanging from a tree and reported it to police.
District emergency personnel responded, and reported that upon their arrival, they found no signs of life. The man was taken to the Office of the Medical Examiner and pronounced dead at 10:30 a.m. The only identification released as yet by Metro police describes the victim as a 23-year-old male from southeast Washington.
Unconfirmed reports say the man was seen driving taxi No. 174 from the Silver Cab Co., in Silver Spring, Md., around 4 a.m. A representative from the cab company refused to comment.
Ward Four Councilman Adrian Fenty arrived at the scene shortly after 9 a.m. He said that according to the police at the scene, the man worked in a 7-11 store in Maryland and that his identification showed he might have contacts in Texas. This information has not been officially confirmed.
"This was so surreal. I have never seen anything like this before in my life," said Fenty. "People were just standing around looking in amazement. They could not believe that someone was actually hung."
The councilman said many questions were raised: Was the man living in the neighborhood? Why was that area chosen?
Police authorities believe the man to be of Ethiopian descent, and will not released his name until his family has been notified. The medical examiner refused to comment and referred all inquiries to the acting deputy mayor's office.
