Duty Location: 1 vacancy at NEWTOWN SQUARE, PA
This position is located in Newtown Square, PA at the headquarters office of
the USDA Forest Service, Northeastern Research Station and Northeastern Area
for State and Private Forestry. This position is organizationally located in
Administration, Operations Group, which serves and meets the administrative
needs of the Research Station and the Area.

Salary range for GS-12, step 1 to GS-12, step 10: $53,431-$69,456;
Salary range for GS-13, step 1 to GS-13, step 10: $63,538-$82,605.

Current USDA employees certified as surplus or displaced in the commuting

Individuals certified by their agency as displaced in the commuting area
under the Interagency Career Transition Assistance Plan (ICTAP) will receive
selection priority if determined to be in the quality group as defined under
the Method of Evaluation.

Well-qualified, for the purpose of this announcement, is defined as above
minimally qualified candidates with directly related experience gained in
the same functional specialization which has clearly equipped the candidate
with the ability to perform the duties and responsibilities of the position.
This demonstration of experience is to be addressed for each Evaluation
Criteria.

This position is advertised under the USDA Forest Service Merit Promotion
Plan.

Major Duties:
Full responsibility for the development and coordination of a broad range of
engineering and architectural activities relating to the safety, planning,
design, construction, operation and maintenance of highly funtionalized
laboratories, buildings, roads, equipment, and

related work.

Provides specialized engineering judgment regarding the development of the
Station and Area's long-range program for expansion, new construction and
remodeling of facilities to accommodate and support research and
Northeastern Area for State and Private Forestry missions.

For projects requiring engineering design, translates scientists' need for
facilities and equipment, with consideration of budgetary limitations and
broad facility requirements, into engineering or architectural language for
design and constructions.

Serves as a member of the Review Board selecting architectural-engineering
firms for design and construction supervision of major projects. Serves as
liaison between architect/engineer, contracting officer and Station and Area
personnel during design and construction.

In carrying out new construction or remodeling projects, provides
contracting officials with advice during the bidding process with regard to
inquiries from prospective bidders. Reviews bid and recommends action on
award. During construction, serves as the Contracting Officer's
Representative, assuring the contracting officer that plans and
specifications are being followed, and recommending needed changes or
revisions of contract.

Responsible for coordination required on the planning, construction, and
maintenance of transportation systems needs, land line location services and
other common facility services required on various experimental forests and
other research areas. Provides environmental engineering expertise to keep
the Station and the Area facilities and activities in compliance with a
variety of Federal laws. These laws cover management of hazardous materials
and disposal of hazardous wastes.

Working with a number of field personnel, responsible for the maintenance,
repair, and safe and efficient operation of all Station and Area facilities,
ensuring that all buildings, laboratories, greenhouses, and other facilities
are operated and maintained to preserve their original value and remain in
good working order.

Serves as the Station and Area energy coordinator to develop and implement
Station and Area efforts in energy conservation, thus carrying out a program
of evaluation of conservation opportunities and retrofitting of facilities
to reduce consumption of non-renewable energy resources.

Qualifications Required:

Basic Requirements:

Degree: professional engineering. To be acceptable, the curriculum must: (1)
be in a school of engineering with at least one curriculum accredited by the
Accreditation Board for Engineering and Technology (ABET) as a professional
engineering curriculum; or (2) include differential and integral calculus
and courses (more advanced than first-year physics and chemistry) in five of
the following seven areas

of engineering science or physics: (a) statics, dynamics; (b) strength of
materials (stress-strain relationships); (c) fluid mechanics, hydraulics;
(d) thermodynamics; (e) electrical fields and circuits; (f) nature and
properties of materials (relating particle and aggregate structure to
properties); and (g) any other comparable area of fundamental engineering
science or physics, such as optics, heat transfer, soil mechanics, or
electronics.

OR

Combination of education and experience--college-level education, training,
and/or technical experience that furnished (1) a thorough knowledge of the
physical and mathematical sciences underlying professional engineering, and
(2) a good understanding, both theoretical and practical, of the engineering
sciences and techniques and their applications to one of the branches of
engineering.

In addition to meeting the basic education requirement, candidates at the
GS-12 level must have one year of specialized experience equivalent to the
GS-11 level in the Federal service; at the GS-13 level, one year of
specialized experience equivalent to the GS-12 level in the Federal service.

Knowledge, Skills and Abilities Required:
Applicants who meet the minimum qualification requirements stated above,
will be further evaluated on the following criteria. To be determined
well-qualified, applicants must demonstrate that their experience exceeds
the minimum qualification requirements for each criterion. All candidates
must respond in narrative format to the KSAs listed below. NOTE: When
addressing KSAs, applicant should explain how experience, training, or
education meets each KSA. If a specific knowledge or skill is claimed,
explain how it was obtained and how it has been used in the performance of
duties. Response to each KSA should be no more than one (1) page in length.

The following KSAs have been established for this position:

A. Knowledge of general engineering concepts, principles and practices
sufficient to permit the engineer to serve as the technical expert in the
formulation of overall organizational policies and standards for engineering
activities.
B. Knowledge of architecture and related engineering fields such as
industrial, mechanical, and electrical to design large and complex
structures; and plumbing, heating, ventilating, air conditioning, electrical
and other systems for the purpose of constructing, remodeling, or
rehabilitating facilities.
C. Knowledge of construction practices, methods, techniques, costs,
materials and equipment for contract administration purposes.
D. Ability to coordinate work efforts with scientists and/or other
professionals, engineers and architects of all disciplines, cooperators,
contractors, and representatives of other Federal agencies.

Basis of Rating:
For CTAP and ICTAP, well-qualified means that the applicant meets the
qualification standard and eligibility requirements for the position,

meets minimum educational and experience requirements, meets all selective
factors where applicable, and is able to satisfactorily perform the duties
of the position upon entry. Promotion panel members, a subject matter
expert, or a Personnel Specialist will evaluate each candidate?s
qualifications including experience, performance, awards, training, and
education.

the appropriate group (eligible or quality).

ELIGIBLE = Candidates who meet the basic requirements of OPM Qualification
Standards.

QUALITY = (A) Specific job-related experience that is clearly above the
minimum requirements listed in the OPM Qualification Standards for General
Schedule positions; that is, the candidate has experience that clearly meets
the advertised KSAs or competencies; or (B) Evidence of high ability for the
work of the position gained through further related education, training,
volunteer work, etc.

Pay, Benefits and Work Schedule:
All Federal employees are required by PL 104-134 to have federal payments
made by Direct Deposit. This is a full-time, permanent position. Flexible
working hours are available.

Conditions of Employment:
This is not a drug-testing designated position. Occasional travel may be
required. Government facilities are required to provide a smoke free
environment for their employees. Smoking will be permitted only in
designated areas.
