The commissioner can't make any mandates on how conference teams make their schedules, but if a team is going to be a 16 seed in the tournament, you want to be in the play-in game for the potential to earn an extra unit and the national TV exposure that comes with playing in the play-in game.
 
What we have seen that the commissioners can't control the out of conference schedules of their member schools, see the ACC, but they can gather the ADs of the schools in the hopes of getting them to be on a single accord with out conference scheduling. Dr. Charles does not seem like the type of person that can pull that off, as the other members of the committee will have enough evidence of why SWAC should not be ranked higher. I like how the HBCU Athletic Conference is handling things with member growth and getting everyone on one accord.
