Best HBCU sports programs to move 1-A

What ten schools do you all think will be more competitive against D-1 A schools once they get their financial status up to par?

My choices are
FAMU, JSU, SU, GRAMBLING, NORTH CAROLINA A&T, HAMPTON, ALCORN, HOWARD, SOUTH CAROLINA STATE AND TENNESSE STATE.

First of all, we don't need ten schools. 8 max but in my mind, probably only 5 of the above mentioned schools could realistically do it.
