No, I do not think it is a good sign for HBCU. The U.S. dollar will only go so far, this is another opportunity for dollars to funnel themselves away from an HBCU athletic department.

The NFL is king and nobody will be interested in this league. The USFL tried and failed. So did the CFL. The Arena League is so unlike the NFL and that's why it survived. I don't like that it is tied with Division I-A schools so I can't see it being an avenue for our athletes.

The sponsorship dollars are a limited resource. For example, if HBCU are currently receiving 5% of the market in sponsorship dollars. There is an opportunity that a part of the sponsorship dollars will be shifted from a portion of that 5% that is currently allocated towards the HBCU athletic administrative budget. It is highly unlikely that the sponsorship dollars will shift from BCS level or NFL level organizations.

Gotcha. Makes sense. But I don't think this league will last long. It has been proven that leagues can't compete with the NFL, even if they have good financial backers. Fans just don't take alternative leagues seriously. It will be lucky to last two years.
